Florida Blue Names Two New Market Leaders to Tampa Bay

Florida Blue, the state’s Blue Cross and Blue Shield plan, recently announced the addition of two veteran health care executives to the West Florida team as market leaders to support the diverse needs of members and businesses in the region.

Tampa, Fla. - August 18, 2023

Each Market Leader will develop, lead and execute local strategy for Florida Blue that includes sales, products, analytics, hospital and provider networks, care management, as well as local marketing and community relations.

In West Florida:

Market Leader Matt Tierney oversees Hernando, Pasco, Hillsborough and Pinellas counties.
Market Leader Janet Pogar oversees Manatee, Sarasota, Charlotte, Hardee, Highlands, Glades, DeSoto, Lee, Collier, and Hendry counties.

Tierney and Pogar will continue Florida Blue’s deep business and community relationships across the region while extending the company’s reach and impact, neighborhood-by-neighborhood.

	Tierney was promoted from Local Market Finance & Analytics Leader at Florida Blue before assuming this role. He previously served as the Director of Strategic Initiatives for WellCare-Centene. He has 20 years of experience in commercial, Medicaid, and Medicare managed care including the fields of risk management, finance, audit, business operations, health care economics, and strategy.
	Pogar joins Florida Blue with more than 30 years of management experience in health care delivery, including developing and supporting a large-scale provider network. She most recently served as regional vice president for Carelon Behavioral Health (formerly Beacon Health Options) and led the integration of behavioral health into the company’s network.
