Understanding Medicare and Medicaid

  • Medicare is a national health insurance program managed by the federal government for people age 65 and older, and people with a qualifying disability.

  • Medicaid is a health insurance program funded jointly by both the state and federal government for individuals, families and children with limited income and resources.

What is a Dual Eligible Special Needs Plan (DSNP)?

A Dual Eligible Special Needs Plan (DSNP) is a specific Medicare Advantage (Part C) plan designed for individuals who are dually eligible for both Medicare and Medicaid. DSNP provides a convenient way to manage health care coverage and offers extra benefits and more services than the standard coverage in Medicaid and Original Medicare (Parts A & B).

Healthy Food Allowance*
monthly allowance added to your Blue Dollars Benefits Mastercard® Prepaid Card, for use towards the purchase of healthy foods

Dental 
$0 copays for  exams, X-rays, cleanings, dentures,  crowns and more

Prescription Drugs*
$0 copays for covered Part D drugs

Over-the-Counter (OTC) Allowance
to use towards the purchase of eligible OTC items

Vision
annual eyewear allowance

Hearing
annual allowance that can be used toward the cost of hearing aids

Transportation
unlimited transportation to medical facilities, doctors, and pharmacy trips when you can't get there on your own

Medical Expenses
$0 copay on medical expenses, including PCP, hospitals, specialists, and more

HealthyBlue Rewards4
earn reward dollars when you complete certain preventive screenings and health activities between January 1 and December 31

Get help applying for Medicaid and other public assistance programs

Florida Blue Medicare is a local community partner agency providing individuals access to public assistance services through the ACCESS Florida system by the Florida Department of Children and Families (DCF). Our team of Medicaid specialists are dedicated to helping individuals verify Medicaid eligibility and apply for public assistance programs.

Eligible individuals can access cost savings programs, like:

  • Low-Income Subsidy (LIS) 
  • Extra Help 
  • Medicare Savings Program 

Access team of nurse case managers, community associates, social workers, and Medicaid eligibility specialists.

  • Registered Nurse Case Manager: Helps access all combined Medicare and Medicaid benefits. Receive assistance with specialized care needs, like completing a Health Risk Assessment, managing health conditions at home, medication management, support adjusting to life at home after a hospital stay, guidance on over-the-counter (OTC) products, and more.
  •  Community Associate: Helps make appointments, get referrals to specialists, schedule transportation rides, and order prescriptions, supplies, and equipment.
  • Social Worker: Helps connect to community resources, like housing, food assistance, utility assistance, Medicaid long-term care applications, and more.
  • Medicaid Eligibility Specialists: Helps access Medicaid benefits, verify eligibility qualifications and annual renewal, and apply for federal and state assistance programs, like Extra Help and food stamps. Receive assistance in verifying active eligibility for Medicaid benefits each month as required by the program.

Enrolling in DSNP coverage

If you’re eligible for Medicare and Medicaid you may have the flexibility to join, switch, or drop your  Medicare Advantage (Part C) or Prescription Drug (Part D) coverage during:

Annual Enrollment Period

  • October 15–December 7
  • changes take effect on January 1

Special Enrollment Period

  • One time during each period: January–March, April–June, July–September
  • Changes take effect on the first day of the following month. You’ll have to wait for the next period to make another change.

VBID (Value-Based Insurance Design) Benefits: Healthy Food Allowance and $0 Rx Copay:
*Dual Eligible Special Needs (DSNP) Plans: Eligibility for the monthly healthy food allowance and $0 copays for Part D covered drugs will be determined at the time of enrollment, based on LIS also known as “Extra Help”. Unused monthly food allowance does not roll over to the next month.
